Council to conduct Tuesday meeting by telephone

Huntsville City Council chambers

The Huntsville City Council will be meeting at 6 p.m. Tuesday. In an effort to responsibly address social distancing for the COVID-19 virus as prescribed by CDC guidelines, the meeting will be held telephonically, and City Hall will be closed.

The meeting will be broadcast on the City of Huntsville Facebook page and on the website at HuntsvilleTX.gov/Meetings.

What does that mean for the citizens of Huntsville? Public Comment will be allowed during the meeting by phone. Requestors must complete the Public Comment form at HuntsvilleTX.gov/PublicComment.

The Governor of Texas issued an Executive Order with guidelines for the temporary suspension of certain portions of the Texas Open Meetings Act in order to avoid social gatherings of more than ten (10) people during the COVID-19 virus pandemic. This allows cities to have council meetings via teleconference and to conduct executive sessions via teleconference. These actions are being taken to mitigate the spread of the virus by avoiding meetings that bring people into a group setting and in accordance with Section 418.016 of the Texas Government Code.

Telephonic capabilities will be utilized to allow individuals to address the City Council. Members of the public are entitled to participate remotely via Toll-Free Dial-in Number:  1-866-899-4679; Access code:  456-309-357, or watch the meeting from your computer, tablet or smartphone: HuntsvilleTX.gov/Meetings. An electronic copy of the agenda can be found at the following link: www.HuntsvilleTX.gov/AgendaCenter and posted outside on the bulletin board in front of City Hall.

City Secretary Brenda Poe added Councilmembers will be following parliamentary procedures for the meeting by conducting roll calls for attendance, stating their names before addressing issues, and respecting the time necessary to address agenda items.

“The meeting will be broadcast like usual on Facebook and our website. The public will see the agenda on PowerPoint as normal and hear the Council conducting the meeting,” Poe said. “Citizens can call in and listen. If a resident completes the form to speak on an agenda item, they will be allowed to address the Council by phone.”
